The Department of Occupational Safety and Health (DOSH) will launch a nationwide operation to inspect Construction sites and Manufacturing Plants beginning April 2001. This exercise, which will continue till year-end, is to identify non-compliance of Safety and Health Laws and Regulations.

It is common knowledge that the Construction sector has the highest rate of fatalities. In 1999 alone there were 155 fatalities in this sector. It is unwise, and more importantly, it is unsafe to expose unskilled or partially trained person/s to a situation that may be hazardous or dangerous. Safety and Health should be practiced through Self-Regulation and designed to suit your particular Industry and Organization.

Here are some points that employers should consider seriously towards meeting Safety Requirement:

(a) Safety Policy

- ensure every employee understands it.

(b) Safety Manual - formulate and implement
(c) Safety And Health Committ - conduct regular and effective meetings
(d) Documentation - continuous updating
(e) Certificate of Fitness - all machinery and plant where it is mandatory to obtain CF
(f) Work site Registration - ensure registration with DOSH and CIDB for construction sites

It was reported by the New Straits Times on 10th April 2001 that the Construction Industry Development Board (CIDB) advised developers, Contractors and Sub-Contractors that they will be penalized and workers will not be allowed to enter worksites from 1st July 2001 if they have not attended an induction course on Work Safety. In regards to this, employers have an obligation to take the necessary steps to enroll employees for the induction training.

There are still employers who are reluctant and ignorant on how to increase Occupational Safety and Health awareness of their employees. Different approach and changes may be required to evaluate all work operations. Besides ensuring compliance to Safety Laws and Regulations at your workplace, risks and dangers exposed to the public must also be looked into and abated.
